In a move it hopes will bring closer a long-planned FBO at Norwood (Mass.) Airport, Boston Executive Helicopters last week filed an FAA Part 16 complaint against the Norwood Airport Commission. Under Part 16, grievances can be submitted for alleged violations of fair and equal treatment of all users at airports that receive FAA grants.
In its filing, Boston Executive contends that the commission has been violating Part 16 “through a pattern of unreasonable demands,” offers of access on “unreasonable terms” not applied to the existing FBO, restrictions on its operations “not imposed on other tenants, preferred treatment of the airport’s sole FBO [and] leasing of most flight line facilities to the one FBO.”
The airport commission denies any wrongdoing and maintains that Boston Executive has continually failed to provide adequate financial information. Meanwhile, Boston Executive withdrew a similar complaint filed last year under FAA Part 13, while the commission has submitted additional information to the FAA in response to a second Part 13 complaint filed last year by a former commission member.
